The visiting team Russia took the lead in added-time in the first half when Aleksey Miranchuk scored a goal, with an assist by Artem Dzyuba.
With one game remaining, in the qualifiers Finland are in second place in the table while Russia are in third.
In the next round on Monday, Finland face Belgium at home, while Russia host Denmark.
